Guidance for the Turtle "Loksi Malili" One Mile Fun Run and 5K Run
Foreword: To date, the CDC has only issued general guidance to the public regarding outdoor events. In general, public health guidance and policy is based on numerous factors for such events including the number of participants, the ability of such a group to adhere to social distancing and masking, the rates of CV-19 infection in a community and within the congregants in a group attending an event, and the rates of partially and fully vaccinated persons.
The California Department of Public Health (CDPH) and the State of California Department of Industrial Relations (CAL/OSHA) published a more comprehensive and specific document related to participation in outdoor events that was released on April 30th 2021.
While these documents and guidance are helpful, they also are in near constant flux, making up to the minute guidance difficult.
Recently, the CDC released the Choosing Safer Activities which offered guidance to those persons who were fully vaccinated against COVID-19 and those were unvaccinated or partially vaccinated against COVID-19. These changes removed many of the restrictions for fully vaccinated persons that had been in place previously. Full vaccinated persons are those who have received at least 2 doses of the Pfizer or Moderna vaccines or one dose of the Johnson & Johnson (Janssen) vaccine and have had at least 14 days pass since their final dose of the vaccine.
Guidance for Event Staff:
- Encourage participants to become fully vaccinated.
- Advise participants to follow the guidance contained in the Guidance for Participants section of this document.
- Discourage the sharing of drink bottles and other personal items and equipment.
- It is not advised at this time for event planners to have crowd based entertainment or large gatherings (e.g., concerts, live performances, in-person viewing parties, etc.).
- Food vending for the public and post-event nutrition for participants is permitted so long as attendees and participants maintain physical distancing within a designated eating area.
- To reduce crowding, consider staggering arrivals or have multiple locations and entry points for group based walking, running and jogging.
- Minimize staff for support
- Assure access to masks, alcohol based hand-gel, wash stations and that patient safety information is available for all events and to event participants
- Assure that participants have either been screened or conducted a self-pre-event participation screen for symptoms regardless of vaccination status or close contact status if non-vaccinated and not fully vaccinated.
Guidance for Participants
As of April 27th the CDC has updated their guidance regarding risk for certain activities based in large part on a person’s vaccination status. These activities are compiled in a list called “Choosing Safer Activities”.
The guidance from the CDC makes most outdoor events open without significant risk to fully vaccinated persons and in all but crowded events, persons who are fully vaccinated are not require to wear a mask.
Guidance for Individual Walkers, Joggers or Runners who are Fully Vaccinated:
- Social distancing and masking may be used at the runners or walkers discretion however, for outdoor activities, in those who are fully vaccinated the risk of infection is low and masking and social distancing is no longer required.
- Avoid exposure to others with any symptoms of COVID-19 infection regardless of vaccination status.
- Continue to wash hands and/or sanitize hands with an approved alcohol based gel frequently.
Masking: No longer required.
Social Distancing: No longer required except when required by local, city, state, tribal and/or organizational policy and law.
Symptomatic: if symptomatic, abstain from public activities, consult your physician, socially isolate and test when appropriate and/or at the guidance of your physician.
Close Contact: If you are fully vaccinated and have been in close contact with another person with known or suspected COVID-19, you do not have to socially isolate or quarantine and can return to normal activities as long as you are completely asymptomatic.
Guidance for Individual Walkers, Joggers or Runners who are Not Fully Vaccinated or who are Unvaccinated:
- Continue to maintain social distancing (at least 6 feet) and avoid prolonged exposure to those who have unknown or non-vaccinated status when indoors or outdoors.
- Avoid exposure to others with any symptoms of COVID-19 infection regardless of vaccination status.
- Continue to wear a mask when in the presence of others with close proximity for more than 10 minutes and in distances of less than 6 feet when the persons around you have unknown or non-vaccinated status.
- Continue to wash hands and/or sanitize hands with an approved alcohol based gel frequently.
Masking: Not required when by oneself in a widely open area without other people around or when with fully vaccinated family and friends and around members of your own immediate family. In all other situations, masking is required.
Social Distancing: Not required when around fully vaccinated or members of your own immediate family but required in all other settings.
Symptomatic: if symptomatic, abstain from public activities, consult your physician, socially isolate and test when appropriate and/or at the guidance of your physician.
Close Contact: If you are unvaccinated and have been in close contact with another person with known or suspected COVID-19, you need to socially isolate and call your medical provider for advice on when to be tested.
Guidance for Groups of Walkers, Joggers or Runners who are Fully Vaccinated:
- Continue to maintain social distancing (at least 6 feet) and avoid prolonged exposure to those who have unknown or non-vaccinated status when indoors.
- When outdoors no mask or social distancing is required.
- Avoid exposure to others with any symptoms of COVID-19 infection regardless of vaccination status.
- Continue to wash hands and/or sanitize hands with an approved alcohol based gel frequently.
Masking: No longer required.
Social Distancing: No longer required.
Symptomatic: If symptomatic, abstain from public activities, consult your physician, socially isolate and test when appropriate and/or at the guidance of your physician.
Close Contact: If you are fully vaccinated and have been in close contact with another person with known or suspected COVID-19, you do not have to socially isolate or quarantine and can return to normal activities as long as you are completely asymptomatic.
Group Composition: While non-vaccinated members can be added to a vaccinated group, for the safety of all, it is recommended that non-vaccinated members not be included with vaccinated groups.

- Group participation is not encouraged for non-fully vaccinated or non-vaccinated individuals.
- Masks are required to be worn for all non-vaccinated participants at all times for groups that include non-fully vaccinated and non-vaccinated persons.
- Maintain social distancing (at least 6 feet) and avoid prolonged exposure to those who have unknown or non-vaccinated status when indoors or outdoors.
- Avoid exposure to others with any symptoms of COVID-19 infection regardless of vaccination status.
- Continue to wash hands and/or sanitize hands with an approved alcohol based gel frequently.
Masking: Required at all times.
Social Distancing: Required at all times.
Symptomatic: if symptomatic, abstain from public activities, consult your physician, socially isolate and test when appropriate and/or at the guidance of your physician.
Group Composition: Groups are not recommended for non-fully vaccinated and non-vaccinated participants.
